ITMC INNOVATION TECHNOLOGY & MANAGEMENT CONSULTANTS S.A. successfully implemented in 2023, a landmark project for Public Procurement, applying Process Mining techniques through the QPR Process Analyzer system.
The project had as its subject the “Study, Analysis and Mapping of the procedures under the Greek Public Procurement Legislation”, focusing on improving efficiency and reducing administrative burdens, in accordance with Law 4412/2016.
Within the framework of the project, the following were achieved:
- Recording and documenting the procedure of the open competitive procedure, for each stage, including the pre-trial stage.
- Duplication of all the individual articles of Law 4412/2016 related to the steps of the tender procedure.
- Measurement of administrative burdens (in terms of time (man-hours) and costs) for each individual step of the procedure, using a structured questionnaire. The questionnaire was distributed to all the companies that participated in at least 1 proposal on the ESIDIS platform in 2022, while 125 completed questionnaires were received ensuring the reliability of the results.
Using the innovative technique of Process Mining through the QPR Process Analyzer system, we analyzed the data of the 2022 tender process. The analysis included:
- Variations Analysis: we looked at all possible versions of the process.
- Bottlenecks: points with delays in incoming and outgoing flows were identified.
- Root Cause Analysis: We investigated the causes leading to appeals.
- Delay Study: we analyzed the duration between individual steps to identify causes of delay.
- Creating interactive dashboards: we presented data and findings through visualizations that provide a clear picture of the processes (Tender Data Analysis).

Finally, based on the results of the qualitative evaluation and data analysis, we submitted targeted proposals for intervention and improvement.
Our proposals focused on reducing administrative burdens, optimising the process and ensuring transparency and efficiency.
